An empty flat quietly bills its owner. Building dues keep running, property tax keeps running, the shared costs of the block keep running, and nothing comes in against them. That is why most owners want to hand the keys to the first serious applicant as soon as the listing goes live. In my experience, the majority of rental problems are born exactly there, in those few rushed days.
Letting looks like a transaction that ends with a signature, but it is really an order that is set up before the signature. When the rent level, the physical condition of the flat, the paperwork, the utility subscriptions, the tenant's ability to pay and the collection method are all settled before the tenant moves in, the following years run almost by themselves. When one of them is missing, the work turns into chasing rent.
Below are the seven steps I recommend completing before renting out a home, in order. The sequence is not arbitrary; each step prepares the ground for the next one.
Seven Steps at a Glance
Before the detail, here is the table. The right-hand column shows what landlords who skip a step end up dealing with later.
| Step | What you do | If you skip it |
|---|---|---|
| 1. Rent level | Comparable flats in the same neighbourhood are reviewed and a realistic range is set. | The flat sits empty for months, or the rent is locked below the market. |
| 2. Physical preparation | Plumbing, heating, damp and paintwork are checked; photos are taken last. | Small faults become the landlord's responsibility after move-in. |
| 3. Paperwork | Title deed, Energy Performance Certificate and earthquake insurance policy are made ready. | The process stalls on signing day and the tenant's confidence is shaken. |
| 4. Utilities and debts | Electricity, water and gas accounts are made ready for transfer; dues and taxes are cleared. | Old debt blocks the new tenant's subscription. |
| 5. Tenant selection | Income stability and references are verified, intended use is discussed. | Collection problems start within the first months. |
| 6. Contract and annexes | Deposit, increase clause, fixtures inventory and photographs are attached to the contract. | Damage disputes at move-out are left without evidence. |
| 7. Collection and tax | Rent is collected through a bank and the filing calendar is known from day one. | Penalty risk arises and proving the income becomes difficult. |
1. Set the Rent Against Comparables
When the rent is set from a neighbour's figure, or by adding a round number on top of last year's rent, it usually lands in the wrong place. The healthier method is to review current listings for flats of similar size, floor, building age and heating system in the same neighbourhood, and where possible to find out what recently let flats actually achieved.
There is one more cost to account for: vacant time. When the asking rent is clearly above the market, the flat is not usually rented, it simply waits. A home that stays empty for three months loses those three months of rent and still charges its owner for dues and taxes.
Setting the first figure too low carries its own cost, because the annual increase has a legal ceiling. For residential and roofed workplace contracts renewed in August 2026, the highest applicable increase is 31.90 percent. In other words, you cannot close the gap in a single move the following year. The approach I set out in the article on correct pricing applies on the rental side as well.
2. Make the Flat Deliverable Before You Photograph It
Handing over a home fit for use is a core obligation of the landlord. Dealing with it before the listing rather than on moving day costs less and strengthens your hand in negotiations. The items I find worth checking:
- Plumbing and drains: Dripping taps, blocked drains, drain odour. In flats that have been empty, the smell usually comes from dried-out traps and a few buckets of water often solve it.
- Heating: Boiler servicing and flue check. An unserviced boiler fails on the first cold day and the bill comes back to the landlord.
- Damp and mould: North-facing walls, bathroom ceilings, window edges. Painting over the problem brings it back within months.
- Electrics: Fuse box, sockets, switches and any aged wiring.
- Doors, windows, locks: Renewing the entrance lock on a tenant change is a matter of both security and trust.
- Paint and cleaning: A full renovation is not needed. A clean, odour-free and bright flat makes a visible difference in photos and in viewings.
Photograph the flat once this work is done. Lights on, blinds up, shot in daylight and in landscape framing: these directly affect how the listing performs.
3. Collect the Paperwork Before You Find a Tenant
Hunting for missing documents on signing day burns the confidence you built up until then. What should be ready:
- Title deed and ID: The document showing ownership and the landlord's ID. If you are acting under a power of attorney, make sure it covers the authority to let.
- Energy Performance Certificate: Since 1 January 2020 this certificate must be presented in the purchase, sale and rental of buildings. It is issued for the building as a whole, and the relevant page is used for the individual unit. If the building management does not hold one, an authorised organisation has to be approached.
- Compulsory Earthquake Insurance policy: Under Law No. 6305 on Disaster Insurance, the policy is required for title deed procedures and for electricity and water subscriptions. The obligation to take out the policy belongs to the owner and the policy is issued in the owner's name.
- Management plan and building rules: If there are restrictions on pets, use of common areas or short-term letting, saying so during the viewing ends the argument before it starts.
4. Clear the Utilities and the Debts
If the electricity, water and gas accounts of an empty flat are still open in the owner's name, the new tenant will struggle to register in their own name. Settle these before the tenant moves in:
- Closing the electricity, water and gas subscriptions or preparing them for transfer.
- Taking final meter readings and paying outstanding bills. An indebted account blocks the new subscription.
- Clearing building dues and confirming the current monthly amount with the management. Who pays what should be written into the contract.
- Checking property tax and, where applicable, environmental cleaning tax.
Because the earthquake insurance policy number is requested during subscription procedures, you cannot finish this step without completing step three. That is why the order matters.
5. Take One Extra Day Over Choosing the Tenant
Tenant selection is the most critical decision in letting, because every other step is shaped around it. A contract signed with a tenant whose income cannot carry the rent only postpones the problem, however well it is drafted.
Topics I find worth covering in the viewing: the applicant's employment and the regularity of their income, how many people will live there, the intended use of the property, how their previous tenancy ended and, where possible, a reference from the previous landlord. Difficulty in sharing these is not a negative signal on its own, but it is a detail worth noting.
There is a boundary here: personal data protection. Rather than taking and keeping copies of ID cards, income statements or similar documents, it is sounder to view and verify them during the meeting and to write only what is necessary into the contract. Every document you hold is also data you are responsible for protecting.
6. Build the Contract and Its Annexes Properly
The contract is the document nobody reads while things go well, and the only one anyone reaches for when they do not. The points a landlord should focus on:
- Deposit: Under Article 342 of the Turkish Code of Obligations, in residential and roofed workplace leases the deposit cannot exceed three months' rent. Even if more is agreed, the excess is invalid. A deposit paid in cash is held in a term account that cannot be drawn without the landlord's consent.
- Fixtures and condition report: The boiler, air conditioning, built-in appliances, cupboards, doors and windows should be listed in writing, supported by dated photographs and signed by both parties. This report is the one thing that ends a damage dispute at move-out.
- Increase clause: The clause must state clearly which rate the increase is tied to. The legal ceiling is the twelve-month average change in the consumer price index for the renewal month, and that figure changes monthly.
- Cost sharing: Which part of the building dues each side pays, heating costs and contributions to communal fixtures should be written out item by item.
- Eviction commitment: If one is taken, it must be drawn up after the property has been handed over and on a date separate from the lease. In Court of Cassation practice, commitments bearing the same date as the lease can be treated as invalid on the grounds that they were not given of the tenant's free will.
The article on clauses that protect the landlord, where I go through the contract item by item, is the natural continuation of this step.
7. Put Collection and Tax in Order From Day One
Cash rent collection is over. Income Tax General Communique No. 328, published on 17 October 2024, made it compulsory for those who let residential and commercial property, and for those who rent it, to document rent collections and payments with records issued by banks or the postal administration. The monetary threshold in the previous rules was removed, so a low rent is not an exception. Non-compliance triggers a special irregularity penalty under repeated Article 355 of the Tax Procedure Law, and the penalty applies not only to the landlord but also to the tenant who pays in cash.
The practical side is simple: use a dedicated account for rent and have the relevant month and flat written in the payment description. That record is the cleanest proof of payment history, both for tax purposes and in any future dispute.
The threshold to know on the tax side is this: for residential rental income earned in 2026, the exemption amount is 58,000 TL. If your annual residential rental income stays below it and you have no other filing obligation, no return is required. Above it, the return is filed in March 2027. The exemption applies only where the income has been declared on time; undeclared or under-declared income loses the benefit. I set out the details with tables in the rental income tax article.
In Short
What makes letting easy is moving in the right order. Set the rent against comparables, make the flat deliverable, complete the paperwork before you start looking for a tenant, clear the utilities and debts, choose the tenant without rushing, build the contract together with its annexes, and run collection through a bank from the first month.
These seven steps may delay a letting by a few days. In return, they let you spend the following years discussing the property's yield rather than chasing the rent.
Note: This article is for general information and does not replace legal or financial advice. Rental legislation, tax figures and increase rates change over time. Consult your lawyer and your certified accountant before acting on contract, eviction or declaration matters.
If you would like to review the rent level and the preparation sequence of your property before letting it, I am glad to go through the whole process with you. A tenancy that is set up properly rarely troubles its owner for years.
